Completed Projects in the ADA Technical Assistance Program

Materials Development Projects

These projects developed and tested technical assistance and training materials and programs for use by the Disability and Business Technical Assistance Centers (Centers) and National Training Projects (NTPs). The materials generated by these projects are available from the Centers.

Employment

These projects developed technical assistance materials that assist covered entities in complying with the employment provisions of the ADA. Materials address job structuring, advertising, job recruitment, interviewing, testing, drug testing, medical examinations, and many other topics.

IAM CARES was founded in 1980 as the human service arm of the International Association of Machinists and Aerospace Workers (IAMAW). Its mission is to promote job opportunities for individuals with disabilities and others who face barriers to employment and to provide related technical assistance to business, industry, and labor. IAM CARES operates more than 50 projects in 20 major labor markets in the United States and Canada. As a result of these projects, more than 26,000 individuals with disabilities have found jobs.

Public Accommodation and Accessibility

This project developed materials to assist entities in complying with the accessibility and public accommodation requirements of the ADA. Materials include self-administered survey guides, checklists and other instruments that can be used by the target audiences to evaluate the accessibility of a facility, and information on design alternatives for renovations, refurbishing, or construction.

National Training Projects (NTPs)

The NTPs train persons with rights and duties under the ADA to enhance their awareness of:
  1. the provisions of the ADA;
  2. their rights and duties under the Act;
  3. effective ways in which the employment, public services, public accommodations, and telecommunication provisions of the Act can be implemented, and
  4. local and national resources available for expert assistance in resolving issues such as interpretation, reasonable accommodations, or technical aspects of compliance that may arise concerning the implementation of the provisions of the ADA.

School Districts

Public schools have specific requirements under the ADA, which must be coordinated with the requirements of other disability statutes, Federal requirements, and new school reform initiatives. The ADA National Access for Public Schools Program assists schools in sorting out the relevant information on the ADA, provides schools with up-to-date information on ADA requirements, conducts training programs on how to conduct the self-evaluation required by the statute, and helps increase the capacity of states to conduct their own training by training regional ADA/school trainers.

Independent Living Centers

The ADA Training for Independent Living Centers Project identifies ILCs which have not had the opportunity to have staff participate in comprehensive ADA training, and provides basic and advanced ADA training and technical assistance on a national basis to staff, volunteers, and associates of ILCs. The project conducts training, provides technical assistance, conducts needs assessments, develops curricula and training materials, and evaluates technology.

State and Local Governments

The ADA Training Project for State and Local Governments provides comprehensive training for public policymakers and coordinators involved with the ADA. The project helps to ensure greater voluntary compliance with the ADA among state and local government officials by giving them the information and skills they need to implement the ADA throughout their organizations.

The project is led by the National League of Cities (NLC) in partnership with the National Association of Counties (NACo) and the Council of State Governments (CSG).

Standards for Accessible Design

The Center for Universal Design is part of a NIDRR-funded Rehabilitation Research Center on Accessible and universal Design in Housing. The Center is developing a series of videotapes on accessible design topics. The project will (1) illustrate how persons with disabilities use the built environment and the rationale underlying specific technical and scoping provisions of the Standards for Accessible Design; (2) explain how discrete provisions of the Standards for Accessible Design mesh to ensure accessibility; (3) use innovative video techniques, including animation, fade-ins, and transitions from footage showing a person using a space or element to footage showing design layouts and diagrams from the relevant sections from Standards for Accessible Design; and (4) develop complementary training materials in conjunction with the videos primarily using materials that have already been developed for federal agencies.
